S. Vetokhin was born in 1949 in the city of Minsk. His father was a military officer and his mother was a schoolteacher. In 1966 he graduated from Osipovichi (Mogilev region) high school No. 3 and was awarded with his gold medal. The same year S.Vetokhin was matriculated to the Department of Physics at Belarussian State University where he studied nuclear physics and radiation biophysics.

Upon graduation from university in 1971, S.Vetokhin worked at first at the Department of nuclear physics as an engineer and researcher. Later he was invited to the new founded Laboratory for Optical Electronics Means as a senior researcher. Continuing his research, he changed his position for assistant of the General Physics Department in 1975.

Being successful in his research S.Vetokhin won the award and the title of Laureate of national prize for young researcers in Science and Technique in 1980. Next year he defended his PhD thesis in physics (physical electronics including quantum electronics).

In 1986 he came back to the Department of Nuclear Physics as a docent and came in the after Chernobyl disaster activities: territory mapping and food industry supply with radiation control devices.

In 1992 he was appointed at the position of the head of the Department for Science at the Ministry of Education of Belarus and contributed a lot in the system of science government and support that was extremely necessary after the Soviet Union dissolution. This period he became the author of the project and governmental supervisor of the first national execution UNDP project on commercialization of Belarusian science achievements that raised over 700 000 dollars from international funds.

Since 1996 and during 10 years S.Vetokhin worked as a vice rector of National Institute for Higher Education where he created the modern system of methodical supply and quality control of higher school as well as the service for diploma recognition that became a member of European Network ENIC. His analytical and creative abilities made him the author of some National reports including one for the World UNESCO conference in Dakar “Education for all – 2000 estimation”, a number of higher education development conceptions, draft of the Law on Higher Education. During four years, he was the chief-editor of the “Vyshejshaja Shkola” journal.

Since 2005 Siarhei Vetokhin holds the position of the head of the Department for physical and chemical methods of certification at Belarusian State Technological University. His contemporary research field includes the topics of thermodynamic methods of production quality control, photon counting, and problems of higher education development under Bologna process terms.

S.Vetokhin is the author of over 400 printed works including 9 monographs, 3 national reports, 72 inventions, 125 original journal articles and invited surveys. He was a chief-leader of 9 research projects that were ordered by Ministry of Education, one by UNDP, one by State committee for research and Technology, one by State concern “Belgospishcheprom”; two projects were included in the national research programs.

He has additional background and diplomas in inventory work organization, foreign languages and in management in education. He also passed the trainings at Illinois University at Urbana/Champagne, Ohio State University, Bowling Green State University (USA), Institute of Electronics of the NAS RB, Russian University of People Friendship (Russia), National Institute for Higher Education (Belarus). He was twice invited for lecturing in South Kazakhstan State University.

Dr. Vetokhin is a member of Peter Academy of Science and Art (St.-Petersburg, Russia), Society for Technical Education and Society of Informational Technologies (Minsk, Belarus). Continually, he was a national expert in education of UNESCO, Council of Europe, and Public Bologna Committee of Belarus.
