Belarus actively develops innovative and scientific-technical contacts with foreign countries: agreements on cooperation in the area of science and technology were signed with 46 countries, and the cooperation in innovation was established with more than 50 countries. This was announced at the section "International Scientific-Technical Cooperation of the Republic of Belarus" of the 1st Congress of Scientists by Alexander Shumilin, Chairman of the State Committee on Science and Technology of the Republic of Belarus. According to him, in 2017 four new agreements in the field of scientific-technical cooperation and intellectual property with Slovakia, South Korea, China and Cuba were concluded. ‘We are going to sign similar agreements with Spain, Austria and Argentina in the near future,’ he said.
Alexander Shumilin also noted that Belarusian organizations annually implement more than 900 international scientific and technical projects with the funding from national and foreign sources. At the same time, the closest interaction is established with Russia and China; in the format of multilateral cooperation through the Eurasian Economic Union and the CIS, as well as the European Union.
The Union programs are the main instrument for implementing the Union State's scientific and technical policy. More than 40 scientific and technical programs have been implemented since the moment of formation. This year 8 scientific and technical programs of the Union State are being implemented, including 3 new ones: “Spinal Systems” and “DNA Identification and Development of the Hydro and Meteorological Safety System of the Union State for 2017-2021”. There are 34 more draft concepts of union programs at the drafting and approval stage. “Additivity”, “Prism”, “Integration-US”, “Security-US”, “Novopol”, “Microsystems and Micro Sensors”, “Koval” and other programs are among them.
Belarus has been successfully participating in the EU Framework Programs for the Development of Research and Technology since 2002. Thus, Belarusian scientific organizations participated in 64 projects in the field of energy, information and communication technologies, nanoscience, new materials and medicine, with a funding volume of about 5 million euros in the previous 7th Framework Program. Currently, Belarusian scientists are participating in 32 projects of the Horizon 2020 program with a total funding of 6 million euros for the Belarusian side.
The largest projects involving Belarus are the flagship initiative of the European Commission "Grafen" with a budget of 1 billion euros. The program employs 142 research centers and the companies from 26 countries in Europe.
Alexander Shumilin also said that in 2017 the State Committee on Science and Technology organized and held national expositions at 16 international exhibitions, including: TRANSFIERE National Exposition of the Republic of Belarus at the 6th European Forum of Science, Technology and Innovation (Spain), eMerge Americas National Exposition of the Republic of Belarus at the International Exhibition and Conference in the field of high technologies (USA), which was the first in history Belarusian-American relations and EXPO 2017 National Exposition of the Republic of Belarus at the International Specialized Exhibition (Astana). In total, the SCST was a collective organizer of scientific expositions of the Republic of Belarus within 108 international exhibitions and fairs from 2011 to 2017.
